Howard,” one page with integral address leaf, 7.75 x 9.75, War Department Bureau of Refugees, Freedmen and Abandoned Lands letterhead, March 13, 1866. In part: “Enclosed please find ‘Preamble and Resolutions’ of the Florida Assembly. Is this intended as a reflection upon Col. Osborne’s administration? I thought he had conducted…good judgment and economy…Would you like to assume the duties in connection with those of Dept. Comdr? Wouldn’t it operate better than as you and Col. Osborne are doing now?” Accompanied by a newspaper edition of the Preamble and Resolutions referred to in Howard’s letter.
