Waddell to be a Commissioner from the Arizona Territory under the Act of Congress entitled “An act to provide for celebrating the 400th anniversary of the discovery of America by Christopher Columbus, by holding an international exhibition of arts, industries, manufacturers, and the products of the soil, mine, and sea, in the city of Chicago, in the State of Illinois. This act provided for the establishment of the World's Colombian Commission. Signed at the bottom in black ink by Cleveland and countersigned by his Secretary of State.
