Signed at the conclusion in black ink by McKinley and countersigned by Secretary of War, Russell A. Alger. In very good condition, with name of recipient clipped from middle of document, light brush to a single letter of McKinley’s signature, intact but worn seal and some light creasing and wrinkling.
