Signed at the conclusion 'Abraham Lincoln,' and countersigned by Secretary of War Edwin M. Stanton. Cloth matted and framed with a small portrait of Lincoln, to an overall size of 22.5 x 21.5. In good condition, with scattered soiling, some minor foxing, moderate folds, one through portions of Lincoln's signature, intact seal and light wrinkling.
