Attractive Act of Congress signed by Thomas Jefferson

DS, signed “Th: Jefferson,” one page, 9 x 7.5, Act of Congress letterhead, July 1, 1790. Act for the relief of Nathaniel Twining. In part, “Be it enacted by the Senate and House of Representatives...that the penalty, amounting to five hundred and fifty seven dollars and forty-one cents, incurred by Nathaniel Twining, for a failure in neglecting to transport the mail between Charleston and Savannah, for the month of September one thousand seven hundred and eighty-seven, until the first of January, one thousand seven hundred and eighty-eight, pursuant to a contract made with the late Postmaster General, shall be and the same is hereby remitted.” Boldly signed at the conclusion by Jefferson, as Secretary of State, and signed in print by President George Washington and vice-president John Adams. Three days after this Act was signed Jefferson would submit to Congress his Report on the Subject of Measures, Weights, and Coins, an effort to establish uniform standards for coinage and weight measures. Jefferson was particularly excited by the discovery that the established weight for the American version of the Spanish dollar equals an ounce. He develops an ideal system of equivalencies between money and weight standards, but it is at odds with that of Secretary of the Treasury Hamilton, whose proposal is based on current business practices.
