In full, 'I send you the enclosed at the suggestion of Senator Conkling. If you approve the statement which we have signed, please put your name to it (over that of Judge Davis) and return it to me.' after his signature, he adds, 'I do not say anything more on the matter because I understand the Senator has written to you fully about it.'
