Baruch as “Ambassador Extraordinary and Plenipotentiary of the United States of America to The Netherlands. Neatly signed at the conclusion by President Truman and countersigned by Acting Secretary of State Dean Acheson. The white paper seal affixed to the lower left remains intact. Affixed to a same-size sheet of cardstock and in fine condition, with some scattered rippling. Herman Baruch was the younger brother of noted financier and presidential advisor Bernard Baruch.
