FDR on prohibition, battling bootleggers, and why "thousands of so-called drys" will vote Smith over Hoover

TLS, one page, 6.75 x 9.75, personal Fidelity and Deposit Company of Maryland letterhead, September 7, 1928. Letter to Frank C. Stewart on the status of prohibition and the proliferation of bootleggers, in part: “The reason for my statement about the extraordinary spectacle of the bootleggers working secretly but actively for the continuation of the Republican administration is based on the fact that these bootleggers find it possible to continue their trade actively and satisfactorily under the present methods used by Washington to enforce the Volstead Law. They are fearful of any change in the present situation which a new administration would probably bring in. In other words, they know enough of Governor Smith’s methods of governing to believe that he would really find definite and practical ways to put them out of business, if he should be President, and the present law remains as it is.

I cannot agree with you that the only way to end the occupation of the bootlegger is to remove all restrictions on the sale of intoxicating liquor. I am very definitely of the opinion that, wholly aside from any question of changing the present law, this law could be enforced far better than is being done at the present time. There are thousands of so-called drys in this section of the country who are voting for Governor Smith because they find present conditions intolerable and do not believe that Mr. Hoover, if elected, would do much tampering with the Republican political machine which goes under the name of the Volstead Law Enforcement Division of the Treasury Department.” Matted with a portrait of Roosevelt to an overall size of 14 x 11.
