Handwritten letter to Colonel Noah Phelps, in full: "The Time of Service for which you came upon this station being expired, you are consequently sir discharged from the service, and will accept of my best wishes for your safe return home." Mounted, matted, and framed to an overall size of 14.25 x 16.25. In very good condition, with paper loss to the bottom edge, and overall staining affecting appearance.
