British Conservative statesman (1848-1930) who served as prime minister from 1902 to 1905; his Balfour Declaration, issued in 1917, established a national home in Palestine for the Jewish people. Ink signature, "Arthur James Balfour," on an off-white 5.25 x 2.75 card. In fine condition, with slight mottled foxing. Accompanied by the original mailing envelope and a transmittal slip from the British Empire Delegation, dated November 18, 1921.
