Partly-printed DS as president, one page, 8 x 10, February 17, 1869. President Johnson authorizes and directs the Secretary of State to affix "the Seal of the United States to a Warrant for the pardon of David T. Phillips and William H. Norton." Signed neatly at the conclusion by Andrew Johnson. In fine condition, with faint toning to the edges and folds, and a small tear to the upper right corner.
