Cognizant of the profound economic effects the seaway would have on the Great Lakes and Midwest regions, Kennedy was likewise wary of its impact on industries in the anti-seaway state of Massachusetts. The influx of shippers would result in more competition and less profits for Massachusetts manufacturers, but Kennedy, knowing that the project would help the country more than it would hinder his home state, offered his support of the seaway in a Senate speech on January 13, 1954.
