Among its plans, the speech expressed concerns for Lebanon and explained the use of US troops in that country—a month earlier Ike sent 15,000 Marines and soldiers to Lebanon as part of Operation Blue Bat, a non-combat mission intended to stabilize the pro-Western government and to prevent a radical revolution.
