British Conservative statesman (1848-1930) who served as prime minister from 1902 to 1905; his Balfour Declaration, issued in 1917, established a national home in Palestine for the Jewish people. Scarce and early 4.25 x 6.5 cabinet photo of Balfour in formal attire by Russell & Sons, boldly signed in ink, "Arthur James Balfour." In very good to fine condition, with light scuffing to Balfour's face.
