Ford on appealing the 22nd amendment, and how he has "a very personal relationship" with the 25th

Two items: a TLS signed "Gerald R. Ford," two pages, 6 x 8.25, personal letterhead, October 31, 1986, addressed to Byron Dobell of American Heritage, in part: "I do not see any overwhelming current need to change the United States Constitution; although, I would favor the repeal of the 22nd amendment that imposes a two term limitation on a President's service. In my judgment, the American people can be trusted as to the length of service of a President and should not be constrained by an arbitrary limit. As the first individual to be nominated by a President and approved for Vice President by the House and Senate under the 25th amendment, I have a very personal relationship to that amendment. The 25th amendment, in spite of my personal involvement, was a most important improvement in our Constitution because it provided a badly needed process by which a Vice Presidential vacancy could be filled. It also provides additional, very constructive provisions relating to procedures if a President is unable to perform his duties. The Constitution prior to the 25th amendment was seriously deficient in that Vice Presidential vacancy for any reason could not be filled between elections, and there was no established procedure in the critical event that a President was unable to carry out his responsibilities. Both of these deficiencies were remedied by the 25th amendment." Also includes a glossy color 7.75 x 9.75 photo of Ford, which is signed and inscribed in the lower border in blue felt tip, "To Jerry Healey, congratulations. Keep up your great spirit. Best wishes, Gerald R. Ford." Both are matted and framed together, with the original mailing envelope that bears a printed franking signature, to an overall size of 21.25 x 23.5. In fine condition, with a small crack to glass in lower right corner.
