Patterson, Henry Raynor, and John Van Vleck as "Commissioners pursuant to the third Section of the act entitled 'An Act to extend the opening in the Albany Pier between Columbia Street and State Street." Signed at the conclusion by William H. Seward, and countersigned by Secretary of State John Canfield Spencer. In very good to fine condition, with light show-through from clear tape on the back of fold splits.
