President Hayes directs the "Secretary of State to affix the Seal of the United States to a warrant for the conditional pardon of W. C. McKean." Cloth-matted and framed to an overall size of 13.5 x 14.75. In fine condition, with light edge creasing, and a stain to bottom of the mat.
