Partly-printed DS as president, signed “Benj. Harrison,” one page, 8 x 10, February 21, 1890. President Harrison orders the secretary of state to affix the seal of the United States to “three (3) envelopes addressed to 1) the Emperor of Germany, on the death of Queen Augusta, 2) King of Portugal, on birth of a son, 3) Marshal da Fonseca, accrediting Robert Adams, Jr., as Minister to the United States of Brazil.” Signed at the conclusion by Harrison. Removably encapsulated in a Mylar sleeve. In fine condition. Pre-certified PSA/DNA.
