Rogers “a Captain in the Navy.” Signed at the conclusion by Taft and countersigned by Secretary of the Navy George von Lengerke Meyer. Nicely suede-matted and framed to an overall size of 24.5 x 27.5. Some mild toning to right side, and some wrinkling, creasing, and rippling, otherwise fine condition.
