Signed at the conclusion by Monroe and countersigned by Commissioner of the General Land Office Josiah Meigs. Paper seal affixed to the lower right remains mostly intact, with a few tears and creases. Multiple vertical folds (a couple passing through the signature), scattered creases, foxing, and soiling, slight dampstaining to the bottom, and a small central hole, otherwise very good condition.
