Partly-printed DS as president, one page, 7.25 x 9, March 7, 1860. Buchanan directs the secretary of state to affix the seal of the United States to a ratification to the Treaty of Friendship, Commerce and Navigation between the US and Paraguay. Double matted with an engraved portrait of Buchanan, to an overall size of 20 x 14. In fine condition, with mild toning along edges and horizontal folds, some lightly affecting signature, and some scattered light creases and wrinkles.
