Clinton’s referenced legislation, known by its formal title of the Violent Crime Control and Law Enforcement Act, was a Congressional act dealing with crime and law enforcement. Following its 1994 passage, it provided funding for 200,000 new police officers nationwide, $9.7 billion for prisons, and $6.1 billion in funding for prevention programs. The legislation also banned assault weapons and expanded the federal death penalty, banned certain individuals from possessing firearms, and strengthened legislation pertaining to immigration, hate crimes, sex crimes, and gang-related crimes. The president took time to personally thank his allies, including this Pennsylvania congressman—a man who had survived a political scandal a few years earlier, the aftermath of which would ultimately prompt him not to seek re-election three months after receiving this praiseworthy message.
