Partly printed DS as president, one page, 18 x 14, August 24, 1921. An appointment for Victor L. Smith as postmaster of East Arlington, Vermont. Countersigned by Will Hays as postmaster general. Hays (1879–1954) later headed the Motion Picture Producers and Distributors of America, in which capacity he oversaw enforcement of the notorious “Production Code” that imposed strict censorship guidelines on all Hollywood films for decades. In very good condition, with light allover toning, light diagonal crease at bottom left (small, light creases elsewhere), and a few marginal chips and glue remnants.
