Partly printed DS as president, one page, 15 x 13, October 18, 1860. An appointment for R. W. Welch as Vice Consul of Bremen at Key West. Countersigned by Lewis Cass as secretary of state. The document retains its embossed paper seal. In very good condition, with intersecting folds (horizontal fold through signature; a few small separations and near-complete vertical separation, easily repairable), and a touch of mild soiling and wrinkling.
