DS, signed “W. McKinley,” one page, 7.75 x 9.5, State of Ohio letterhead, April 28, 1894. Governor McKinley attests to the signature of William Kirkby, the Commissioner of Railroads and Telegraphs. Signed at the bottom in ink by McKinley, and countersigned by the Secretary of State. In very good condition, with trimmed edges, small separation along one horizontal fold, light overall toning, a few other edge folds, and slight damp staining along top edge.
