Boldly signed at the bottom in black ink by Roosevelt and countersigned by Acting Secretary of War Robert Shaw Oliver. In fine condition, with block of toning over intact blue seal, a light overall shade of toning, and a few small wrinkles. The exceptional Roosevelt signature measures over 5″ long.
