Cortelyou, Secretary of the Treasury, the Honorable James B. Reynolds, Assistant Secretary of the Treasury, is hereby designated to perform the duties of the Secretary of Treasury.” Signed at the conclusion in black ink by Roosevelt and initialed by Cortelyou.
