In full, “In answer to your letter of September 24th, addressed to Mr. Girl and forwarded to this department for answer, I am enclosing you a pamphlet that gives information on shields to protect ships from torpedoes. Torpedoes cannot be deflected without exploding. With the Department’s high appreciation of your patriotic interest and desire to be of service, I am, Sincerely yours.” In very fine condition.
