B. Hayes." The booklet outlines Hayes's attempts to reform the custom-house appointment process, stripping away the traditional party-based 'spoils system' and implementing a merit-based scheme. In very good to fine condition, with scattered light foxing, partial splitting at spine, and a "Library of Lawrence E. Miller" blindstamp to the rear wrapper.
