Vintage fountain pen signature, "I. C. Parker, St. Joseph, Mo.,” on an off-white 5.25 x 8.75 sheet, which is also signed by California Congressman John K. Luttrell and Missouri Congressman Abram Comingo. These three men simultaneously served terms as state representatives between 1873 and 1875. In fine condition.
