Roosevelt seated alongside Postmaster General James Farley and Secretary of the Treasury Henry Morgenthau, signed by all three in fountain pen. In fine condition, with trimmed edges, some faint silvering to the bottom, and poor contrast to the Farley and Morgenthau signatures.
